Director Eleni Vasquez built her career inside California public-sector institutions: UC Berkeley Goldman School of Public Policy, the Governor’s Office of Planning and Research, and six years running Beacon Falls Permitting. In 2024 the City Council established the Office of Constituent Services and named her its inaugural director.

Why this office exists.

Beacon Falls residents shouldn’t need to learn the City’s org chart to get an answer. They shouldn’t need to log into four sub-portals. They shouldn’t need to file FOIA to find out a department dropped their case.

The Office of Constituent Services exists so that City Hall is one front door — for permits, licenses, grants, and records. Pre-screening is free. Conditions are written down. Inspections are pre-scheduled. There are no silent rejections.
