Director Eleni Vasquez built her career inside California public-sector institutions: UC Berkeley Goldman School of Public Policy, the Governor’s Office of Planning and Research, and six years running Beacon Falls Permitting. In 2024 the City Council established the Office of Constituent Services and named her its inaugural director.

Reduced storefront permit median time-to-issuance from 142 days to 64 by adding pre-application screening and a Cedar-corridor cheat sheet. Established the OCS “no silent rejection” service standard.
Inaugural director of the new Office of Constituent Services, established by Council Ordinance 2024-118 to merge intake across permits, licenses, grants, and records. One shared case file per constituent.
